In any case, just do what you want, but stop trying to convince others on this forum that doing nothing in relation to this tax policy is the right way to go just because you chose to do nothing. I'm going to presume here that your pal has a prosthetic right leg and a functioning left one. If that's the case, then moving the accelerator over to the left of the brake pedal makes perfect sense. And from from the look of the photo, that's what he has and he is used to. A better solution, IMO than having a hand throttle, which would entail 'one hand steering' which is not regarded as very safe. Thais are pretty creative when it comes to novel solutions and I'm sure if you/he keep asking around, you'll find someone who can help. Good luck
