Crime Former Senior Official Arrested in Mangrove Land Title Fraud Case
Picture courtesy of Khaosod A former high-ranking Thai civil servant has been arrested at his home in Bangkok for alleged involvement in a large-scale land title fraud scheme involving protected mangrove forests in southern Thailand. The arrest was made by officers from the National Anti-Corruption Commission (NACC), in coordination with Prachachuen Police Station, under the direction of Saroj Phuengrampan, Secretary-General of the NACC, and Suksan Prasarae, Director of the Special Investigations Bureau. The suspect, identified as Mr. Ong-art, was taken into custody under a warrant issued by the Region 8 Criminal Court for Corruption and Misconduct Cases (warrant no. 16/2567, dated 1 November 2024). He is charged under Section 157 of the Criminal Code for misconduct and abuse of official position. During his tenure as Director of the Land Title Survey Centre for the provinces of Krabi, Phang Nga, Trang, and Satun, Mr. Ong-art allegedly colluded with local officials, including a subdistrict administrative organisation (SAO) mayor, village headmen, survey engineers and land officers, as well as private sector actors, to illegally issue land title deeds. The group is accused of falsifying survey reports and approving land titles for areas that were legally designated as public land, mangrove forests, coastal areas, canals and beaches, locations where land titles are not legally permissible. The fraudulent approvals allegedly enabled private parties to gain unlawful land rights, causing significant damage to local government authorities, the Department of Lands and national public lands. Further investigations have revealed that Mr. Ong-art had previously been implicated by the NACC in another illegal land deed survey conducted in 2004 in Nong Ya Plong District, Phetchaburi Province. He also faces at least five additional complaints for misconduct. The arrest was carried out at his residence in Chatuchak District, Bangkok, where authorities executed a search warrant before detaining him. Following standard procedures, the arresting team took Mr. Ong-art to Prachachuen Police Station for fingerprinting and official documentation. The operation was conducted in accordance with the 2022 Prevention and Suppression of Torture and Enforced Disappearance Act. Mr. Ong-art will be handed over to the NACC’s litigation division to face trial at the Region 8 Criminal Court for Corruption and Misconduct. Adapted by Asean Now from Khaosod 2025-05-23. -

Five primary school children sustained minor injuries after a school transport van driver veered off the road and slammed into an electricity pole in Chai Nat province early morning of 22 May. The driver later admitted to having momentarily fallen asleep at the wheel due to exhaustion.
