No, it did not say that. 

They only want to outlaw foreigners who break immigration law. Mr Trump will be proud of them.

Many of the arrested are ASEAN subjects and there are very simple and easy ways for these to abide by the immigration laws of Thailand.

Only two westerners were arrested, "Americans" so presume two US citizens. America is two large land continents to be pedantic.

Do you see all the big signs at the airports and all immigration offices. Good Guys in, Bad Guys out. and Penalties for Overstay.

Don't break the law and everything is ok.

And Mr Trump will be mighty proud of Thailand for this and may well be featured in his next twit, sorry tweet.
