Speeding up the work extension process (variations applicable for other extensions I'm sure)

So here are a few thoughts that will land on deaf ears:

1) What if companies that were eligible for hiring foreigners applied to the Ministry of Labour/Employment for a document (single piece of paper) that stated they were eligible for hiring foreigners. This document could be valid for a fixed period before needing review. A foreign worker would then just take this single piece of paper to immigration (immigration knowing that the document meant that the company in question was allowed to hire foreigners) - this would be better than photocopying and submitting every single piece of the companies calendar as well as the toilet cleaning schedule et al every <deleted> year.

2) Similarly, at the first work extension request, a foreign worker would produce ALL the required documents and then, after review, would also be issued with a document stating that they meet all the document requirements that are immutable (i.e. degree certificate etc.).

For subsequent extensions the applicant would then just take the 2 pieces of paper and their passport to get an extension...

3) As an added bonus, staff at the re-entry section would realise that extensions they were looking at have already been thoroughly scrutinised, and so a 5 person review of the passport was unnecessary, and re-entry stamps could be issued in under 5 minutes.

And before you ask, yes, I have been drinking, and currently still are...
