can not see how he does that as the customs are after baggage pickup because it is restricted area international

Long ago I inadvertently took someone else's bag...identical to mine.....in a mad rush to catch a bus.

Got home....realised it wasn't mine...contacted the airline and lost property at the Airport  (HK).

The other passenger did the same (he took my bag)  and we amicably exchanged bags the next day.

It can happen!
