Until recently it was completely illegal. However as of 1 April it has been reclassified as a controlled narcotic substance that can be used medically under prescription. You need a permit from the Thai FDA to bring it in with you. These are not hard to get, just needs a form filled out by your doctor, and the turn around is usually pretty quick.

See  http://permitfortraveler.fda.moph.go.th/

Although the list on the website still lists cannabis (all forms, Thai law does not distinguish CBD oil from other forms)  as banned this info is out of date (2018) and you should be able to get the permit though I have nto had any reports yet of people doing this as the law change is so recent. If you like you could email the Narcotics Div first to confirm

http://www.fda.moph.go.th/sites/Narcotics/En/SitePages/ContactUs.aspx

You are allowed to bring in a  30 day supply. That is 30 days supply based on maximum use allowed by the prescription.  They seldom measure out amounts as long as, at a glance, it looks roughly consistent with personal use for up to 30 days i.e. not a suitcase full.  (Of course odds are they cwon't check your luggage period but it is best to have the necessary permit in case they do. Go on through the "green" channel though, this is just to have as back up.)

Let's say you are flying from America to Thailand, but you have a stopover in Japan, Korea, etc... Now you are breaking the law in that country.

Be very careful, and do not have it in your carry-on bag.
