Toothless junta! Speedboats openly flouting law in Pattaya and officials do nothing

Sophon TV had some scathing observations on the military regime's use of Article 44 to clean things up in Pattaya. 

 

They had nothing but contempt for the government installed local mayor especially when it came to regulating the activity of speedboats on the beach. 

 

They said that the government started a crackdown in Pattaya on May 8th last year. The authorities were meant to be solving problems of encroachment, improving traffic rules, reining in beach vendors and ensuring that all speedboats used the Bali Hai port to send tourists to their destinations. 

 

The last of these was supposed to be subject to fines of up to 5,000 baht. 

 

Now it is a shambles.

STV showed that no one gives a hoot about the law with dozens of boats taking Chinese and other foreign tourists directly from the beach. 

 

In addition tour buses were snarling up and polluting the recently renovated beach area by taking the tourists there. 

 

They posed the question: There was an initial effect when changes were promised - so why has the situation now deteriorated to being just as bad as before?

Hardly fair to criticize the Junta, they have their hands full fixing the elections and solving the killer smog problem in the north.

The answer is incredibly simple.

Because there is a total lack of respect for the law, combined with those who are supposed to enforce it, will look the other way when given a bribe. Until such time (which is unlikely to be anytime soon round here), as Thailand has real law enforcement and the penalties are given out continuously, operators will continue to take the piss and pick up from wherever they think most advantageous.

When I go for my morning exercise walk along the Beach Rd promenade not only are the speed boats lined up side by side churning away & polluting the bay area, -the traffic jams of tour buses are also a nuisance while they also pollute the air. No longer is it a place of tranquility. - Just as well call this area one big parking lot for boats & buses with shouting tourists.

Yes our fake sand bag beach is nothing more than a boat launch,but it pales in comparison to our beach rd /freeway.....The Thailand money machine just keeps on belching out diesel and 2 stroke exhaust...cough cough !!!!

....and I bet the “city officials” ( appointed by the junta) have never walked early morning ( 8am) or anytime during the day to observe the masses of polluting buses and speed boats or the debris laying around. These fat cats never have walked on Pattaya sidewalks that are like an obstacle course full of holes, construction debris, sleeping soi dogs, illegal vendor stands, missing cement tiles.

Well, I quess the bali hai port can not digest so much boats and these boats i quess are too important for the tourism so here we are for now.. We are not living in western country where temporary situations goes orderly manner by written temporary orders and Laws. Thais just ignore the orders until there is a solution..

1st question. Well just consider who appointed the Mayor?

Next, consider 1000 baht per boat per day as ensuring these activities continue is a nice earner for some.

So who tells the police to enforce the law ? Who advises the mayor how to react.

Go back to question 1 and repeat.

Not much point in going higher, the one at the top is probably as useless as the person who "installed" him. 

Mayor Sonthaya Khunpluem is a mate of the PM and was politically appointed to garner votes and support prior to the election. Nothing to do with the betterment of Pattaya.

Previously Sonthaya was political adviser in the office of the PM. He is patriarch of a wealthy political clan.  

This might partly explain why Pattaya is going to the dogs so far as pollution, buses and speedboats is concerned.

While said local mayor is, instead, focussed with zeal and gusto on regulating the activities of those who, in his eyes, are committing really serious crimes on the beach like placing a cigarette between their lips and then applying a flame to it...

When we used it 2 months ago, the ferry ticket office was empty and shut down and only touts were about there!! ????????????

Yes...same same and its been going on for a year since they are all supposed to be leaving from Bali Hai Peir.

 

Same with the motorbike rentals at Soi 7-8 on Beach Road and at the 13 Sois.......WHY are they allowed to take EVERY PARKING SPOT on Beach Road and at Soi 13, 13-1 and 13-2 on Beach Road and the whole lower end of the Soi..........been like that for at least 10 yrs that I know of.

Bali Hai pier cannot cope with the number of boats, busses and tourists.

The boat operators took a stand, deciding to run their businesses how they want to, instead if how an unelected, appointed body of officials told them to. Good for them.
