He has not applied for any extension and does not intend to do so from what he indicates - so should not be a problem.  Yes you do have to maintain the 800k or more for 3 months after receiving extension of stay for retirement under the new rules.

      You no longer qualify for the conversion - should never remove funds prior to actually receiving visa or extension of stay.  If they will not allow it may be easier to visit a Consulate outside Thaila

      Most likely you have done your dash. Put 2k into to account and say you made a mistake. You might get lucky.
