They are pissing in the hand that feeds them. Any action against prostitution is action against tourism. Thailand would lose most of it's tourists if they were actually successful in reducing prostitution.

It is if they're paid. Most likely these foreign girls were also "living" upstairs. You can't really blame the authorities for at least trying to look like they're taking human trafficking seriously m.
