Or the more simple answer with supporting evidence, the officer strangled him by a banned means of restraint.

Operative phrase "contributing factors. "  

These factors were considered by a county grand jury.

"On December 3, 2014, a Richmond County grand jury decided not to indict Officer Pantaleo.  "

The family settled. This is now political football.

"On July 13, 2015, an out-of-court settlement was announced in which the City of New York would pay the Garner family $5.9 million. "

political pressure from those who stand to gain from this (Al Sharpton etc) DOJ heard all the particulars and declined to bring charges.

"In 2019, the U.S. Department of Justice declined to bring criminal charges against Pantaleo under federal civil rights laws."

When the legal system wea not enough they resorted to an administrative, judge. if the administrative judge had not buckled to political pressure,  I guess Sharia law would had being next. (Joking)

In the meantime this is costing NY taxpayers millions of dollars, and if this cop is

dismissed will cost millions more.

Enough already with this knee jerk reactions. . There are legitimate cases, and should be pursued, This is not one of them,  , Let's use some common sense. Protect the innocent from the police,  but also allow the law enforcement agencies to do their job.

In remote dark corners of the internet, 'Compression of the neck (choke hold)' is not strangulation.

actually the banned hold is not a strangulation, choke hold, it is a "sleeper hold" in which the artery in the neck is compressed resulting in lack of blood to the brain rendering the person unconscious. In most cases there is no permanent damage, in a few there is, some die. It seems poor Eric got choked a bit (can't breath) in the video it seems the officer has released the neck hold before he was on the ground. He died from an asthma attack. he should have complied.

first it is not a remote corner of the internet , it is the coroners report as reported on wikipedia , and I provided a link.

and indeed "compression of the nek (choke hold)" is strangulation, what it is not ,is the cause of death .It is a contributory factor .

 Other contributory factors were 

" compression of chest and prone positioning during physical restraint by police".[1] Asthma, heart disease, and obesity "
