On what premise was the discussion 'locked'?

I submitted it in 'farming' category and it didn't stick. So the following morning I submitted it within 'General Topics' where it stayed for a bit, then was locked.

Is the mention of the word 'ganja' a no-no? If it was locked because of content, then I suggest the moderator read the text carefully. The only bit that might be controversial reads like a news clipping: comparing policies toward banned substances in the USA - with similar policies in Thailand. The gist of the post was: If Thailand follows the USA on drug policy (which it has for decades), then it might consider adjusting its laws, as the USA has adjusted theirs - to reflect current trends.
