Sure.
But what choices did she have?
1/ accept being lied to, and not comment on it
2/ do something unprecedented in history and refuse the request of a UK PM, and alienate roughly 50% of the population
 
Whatever choices the Queen may have had has moved on to the Supreme Court deliberations on the matter which will be decided next week.
