This is only about TM28 (and has always been like this, somebody just made a picture out of the ministerial order), not about TM30.

TM28 has hardly ever been enforced anyway (but in a recent news some IO from Phuket that it's enforced there), so for most people this doesn't change anything. But for example retirees and people married to Thais are not exempt from TM28, so if they should enforce this more in the future these people might be fined.

I read that a visa specific and guess those on marriage or retirement extension are not included.

 

Does this tell you something - those who guarantee their stay financially are the ones they wish to track!
