Sounds a bit hypocritical to me. Thais are expected to stay in the country and spend. But Thailand also expects 40 million people (according to TAT) from other countries to come to Thailand and spend.

Maybe other countries will hear of Thai expectations and encourage their people not to go to Thailand for holiday. This plan may backfire.
