You might get more response if you gave some indication what it is about and who he is.

 

People are reluctant to get involved with sonething/someone when they have no idea who or what it is.

 

Or: go to Google tanslate copy the khmer text and send it to him by SMS, Line or Messenger.

Hi, it's about a bungalow i am suppose to rent. He doesn't speak english. I need to know if it ready now or not? I don't have a smart phone.

Simple. Go to Cambodia, take a hotel night, ask the front desk to call. Done.
