It's now December. There is the limit of 2 border crossings per year using visa-exemption stamps. If you get a VE stamp at the end of December 2019, your VE count is reset in January 2020. However, what happens when you get an extension (for a December 2019 stamp) in January 2020? Does this count for the 2020 VE stamp limit?

It is only for actual entries to the country at land border crossings. Applying for an extension is not a new entry to the county so it certainly does not count as one for 2020.
