Thai authorities cutting out “the cancer” of Pattaya. The time glass is running out.

Many people have wondered why some foreigners can continue to cheat other foreigners and commit crimes here without being arrested and deported?

Some might think that the Thai authorities don’t care about criminal cases between foreigners; some might think that these foreign “mafias” (as the Thais call them) or criminals have high up connections and this way evade being brought to justice?

Pattaya People has, however, investigated this matter for more than one year talking to many different organizations within the Royal Thai Police Force and other authorities such as the Tax, Customs and most of all the Immigration.

In an extensive interview/meeting with the Regional Police Chief of Region 2, Police Lieutenant General Assawin Kwanmuang, Pattaya People asked how the Thai Police look at the cases when a foreigner cheats or commits a crime against another foreigner. Pol. Lt. Gen. Assawin explained that many times foreigners are reluctant to properly report the crime as they might be afraid of the criminal farangs or that they think it will not matter anyway to make the police reports. Of course, to investigate such a crime takes language skills and makes it difficult for the local police officers, but in general he informed that it was a priority to bring these “farang mafias” to justice.

However, there is a matter that most foreigners do not know about – that are the BLACK FILES!

A Black File is a file on a foreigner where the police are compiling evidence on criminal acts committed by a certain foreigner residing here in the Kingdom. At a time when the quantity of evidence has reached a critical mass, action against the foreigner is decided and the handcuffs suddenly close around the wrists of a very surprised foreigner. So there is still hope for the victims of these farang mafias that they will get justice.

Further, it is our firm belief that none of the foreigners with Black Files in Pattaya have high up police or authority connections; they might know lower ranking police officers, but it will not help them a lot if the police eventually decide to issue an arrest warrant for them.

So what kinds of crimes are committed by foreigners here in Pattaya? First of all we have the con-men, who will cheat their fellow foreigners as easy prey selling them properties with fake documents, selling non-existent products or services, selling advertising for publications never published and - the classic one – selling 50% of the ownership in a go-go-bar or beer-bar to several people at the same time.

We have also foreigners who break the Thai law by sending drugs, pharmaceutical products, cigarettes, counterfeit products by small mail packages through the local post office to their home country.

Then there are the internet based crimes with pornographic sites or different scams using the internet as a platform.

We also have the foreigners and foreign gangs hiding here from prosecution from crimes committed in their home country.

We also have foreigners residing here writing articles in foreign newspapers and magazines and in books. The stories might be derogative towards Thai people especially the girls in the bar trade. The Thai authorities are aware of these reporters and authors and are sensitive towards the way Thailand and Thai people are portrayed abroad.

Any of these crimes can result in the cancellation of a visa and a black listing from entering the country according to the Immigration Act of 1979.

Pattaya People have received information about many different cases.

A Frenchman recently has sold advertising to and collected money from numerous entertainment places around town, but the publication never materialized.

A man died and when his wife came to his condo the will and many private papers was removed from his safe by a local foreigner, who now has “taken over the condo”.

A go-go bar was leased to an Englishman, who paid a big “key money” amount, but later realized that the original rental agreement ran out long before his lease agreement with the foreign con-man expired.

An Australian bar owner sold 50% of his bar to another foreigner, who one day met other foreigners in the bar, who had also bought 50% in the bar, and was annoyed that no profit came from the bar. The Australian disappeared!

A German Hotel Manager found out how his German boss had been cheating numerous investors, when he said he could not be involved in this scam he was killed going back to his rented house at night.

A Canadian couple thought they bought a condo in a Thai social apartment development for low income Thai citizens; they later found out that the foreign seller had pocketed a million baht and they would never get a title deed as foreigners, the money was all lost.

A happy Norwegian bought a nearly new black Toyota pick-up car from an American gentleman, but later found out that the car was rented from a Thai.

Pattaya People would like to ask our readers to inform us of any crimes committed by foreigners here in Pattaya, especially against other foreigners, as the police force would be happy to know about these crimes.

Of course, the police receive many reports about foreigner crimes here, many of these reports are unfortunately false as the person who makes the report would like to harm another person by sending out false information to damage the reputation of that person. The police, however, are not stupid and investigate the information and might turn around against the person who is trying to put other people in trouble with the Thai authorities. These people could also end up in the BLACK FILES.

there was a similar sort of article a month ago in the local hua hin news sheet , with warnings that bad falangs had better watch out cos the spanish inquisition had arrived in town headed up by vlad the impaler and genghis khan.

four , yes four horrendous outrages were discovered and successfully prosecuted during 2006 , they were , in ascending order of barbarity , monstrousness and unbelievableness ,

4. a german man , whose mother is thai was arrested for serving drinks to his german friends in his mothers business.

3. a swedish man who was helping his wife cook in the kitchen of their business was arrested.

2. the german owner of a local restaurant , who did have a work permit , hired two phillipino singers , who did not have work permits. both the owner and the two singers were arrested.

and if you are of an easily shocked disposition , then please do not read on.....

1. a guesthouse did not make a report within 24 hours and the owner was charged accordingly.

so whilst muscle men from manchester , mafia men from michigan , car salesmen from connecticut , bar owners from belarus , ladyboys from lopburi and hardcases from hamburg rampage through the streets of pattaya leaving a trail of blood , vomit and befuddled patsys in their wake , we across the gulf in hua hin can sleep easy in our beds at night knowing that guesthouse reports are being duly reported , and no evil germans with thai mums are , god forbid , surreptitiously serving their mates a late night schnapps.

<deleted>? Why not just report it to the police directly?

Or, is Pattaya People offering to forward anonymous tips to the police? If so, one could cause lots of inconvenience to their competitors or enemies by flooding the police with anonymous tips via Pattaya People.

If they really want to do something about the crime in Thailand start by rounding up all the PEDO"S and get rid of them.

Funny that seeming that some of the most influential and known farangs probably have "black" files themselves.l :o

Hi Dave. Yes, you're right....and it's even funnier that these same influential and known farangs with "black" files are bighearted enough to donate office equipment/office furniture/computers to the Police and Immigration Authorities to store the very same files!!! :D

Is this "blacklisting "going to be like the Sept. 1998 list . Then the Minister of the Interior issued an order to banish 34 undesirable Foreigners from the Country.

I think I remember there was no trial or method of appeal. I know that two from Pattaya were involved.

One was the owner of the Bavaria House in Pattaya -- Wolfgang Ullrick who was accused of "sending Thai women to Germany for the purpose of prostitution"

The other was Ray Kelly who had the Classroom and Misty gogo bars and was charged with "operating "beer bars" which provide women for prostitution"

Ray Kellys got bars in Angeles City PI where he is not the most popular of people.
