There is no exception in section 38 of the immigration act that requires the TM30 reports for diplomats.

If your friend truly has diplomatic status, and it is often misinterpreted, he could not be arrested for not doing the TM30.  In fact, as the well known case in the UK shows, he could drive badly, kill someone and get away with it.

Why should he be arrested if OP fails to report him?
