The British police are well known for being very reluctant to use lethal force unless absolutely necessary. But they have a right and a duty to protect themselves and the public and if lethal force is the only option, then so be it. I doubt if it is any different in Thailand. I have little sympathy for the shooter, but I do wonder what triggered this dreadful event. My wife's son serves in the Army and is also based in Korak, although he's away on temporary duty right now. He was one of the copy cats when I first started watching this it reminded me of the movie "Rampage" which I've watch several times whilst staying in mining construction camp,as I watched I keep thinking somebody will do the copy cat thing.The similarities are chillingly uncanny.I also read a post that said he actually streamed the same movie on his Facebook page.If you watch the movie you will see what I mean.
