Well of course but if you have some contact with high level / mid level public servants (all flavors) you will notice that many / most laws, regulations, policies, directives etc., are ignored or interpreted so that they suit the interpreter.

 

And in 99.9 of cases lower officials / employees say nothing, they wouldn't dare.
