Apparently a lot of people have contacted the Checkpoint (Sarasin).and are being told that it is not opening. Those people in Phuket who wish to return home to Phang Nga, firstly Phuket needs to provide the names of these people. They must also have a medical certificate (as not having the virus), then they must be quarantined for 14 days at one of the nominated hotels, for which they must pay for as well as their food. I am guessing that when you get to the Sarasin Checkpoint, you will be processed by the police there and given documentation detailing your final destination, and why you are going there. There are probably many checkpoints that need to be passed on the journey. Going by the fancy looking cars in the queues they;ll probably be able to pay for hotel rooms without too much grief. What I suggest is that you call those numbers and ask for someone who speaks English. As a guess, I would think there will be someone from the Tourist Police there. For the safety of the area and prevent distribution to different places... sorry for any inconvenience they are sending some people to nearby wats an locals places but they only have places/food for 1,400 people the rest.....
