OliveZM
Good news: The Ministey of Education just announced this afternoon new teachers can get Non-B in Thailand without leaving the country. Says ask at your local office for details. Any details from people going to IOs, especially CW would be great.
ubonjoe
It could always be done when a person entered visa exempt or with a tourist visa. See: http://bangkokimmigration.com/wp-content/uploads/2019/09/02.pdf The problem has been that some offices did not accept a application while somebody with one was on a "automatic extension" under the amnesty.

Yes I realize different to your post but point is CW processed his application and his 90 day POS had expired. Problem is some offices are not doing this. UPDATE. The op just now replied to my question to him earlier today. Fact is he obtained 60 extension to visit wife and then applied successfully for his 12 month extension. @Peter Denis Edited July 23, 2020 by DrJack54
