I recently got a small boat. 

Its near chalong so im using one of the 2 ramps near the big boat yards. 

Apperently there are 2 boat yards there, their entrances is right in front of each ramp, when using it with my own car to drop off or load my boat they send someone to charge you 200-300baht for each time. 

 

I met some thai boat owners after a while who claims they dont pay anything when using it, they dont know the boat yards people or anything like that. 

 

Which brings me to think is this a private ramp? Or is this a government property those guys just see some farangs and try to take advantage to get some cash in their pockets?
