well, signage has a history of effectiveness; the children and teacher(!) that got trapped in the cave walked past a sign warning of the danger of flooding...

 

switching on the water is probably the best solution, the authorities aren't going to do anything.

As I read it, someone deliberately let the water out knowing their were members of the public there.

This reservoir is a valuable local recreational facility and when low it exposes the old roads and tracks. People have been driving down to the waters edge for years.

 

My guess is that the water was either released in error or on purpose by an unqualified employee and the authorities are just trying to cover up a major and potentially dangerous mistake.

They are only doing what most Thais do all the time, so why get excited about it.
