Yes it does. Quote - If you intend to leave the UK but have not been able to do so and you have a visa or leave that expires between 1 September and 31 October 2020 you may request additional time to stay, also known as ‘exceptional assurance’

It's no different than many Western countries. UK has over 20 different types.

It's the TAT which comes up with the suggestions about different (stupid) models, not The Ministry of Tourism & Sports.

lol that's not a 'blanket amnesty' it says it will consider a 'request' ( and I would probably get 10 to 1 from a betting site that would be turned down) - especially if from a citizen whose country is not in favor presently (ie most)..

Don't believe Anything you hear .If you want to know something  you go to your Local Immigration Office  They Will tell you what is Required from you for your Office .

It does state this is for people who hold TR, TS and VOA visa's not a retirement visa.

It does not state that at all.  It reads

> No matter when you come to extend your Visa, the permission date of all Visa types will start counting from September 27, 2020.

It is also applicable for those presently applying for an extension of their 1-year extension of stay (in case their permission to stay expires before that date, the new 1-year extension will start from 27 September).

Note: As usual there are also up-country IOs that didn't get the message and are still providing extensions from date of application.  When confronted with such IO just show them the InfoGraphic (available in multiple languages from the Immigration website).

Every extension of stay applied for at an IO - be it for 30-days, 60-days or 1-year - costs 1.900 THB.

Extensions at Male Enhancement Clinics are considerably more expensive, but when applying primitive methods they can come at bargain prices too.  Sorry, could not resist poking some fun here.
