Does 7-11 have a service where one can transfer money between branches? If so what is it called and what does it cost?

If your recipient don't have access to Bank accounts, they can get a 'True Money Wallet' that you can top up into with cash from 7-11 

 

they can't take cash out of the 'wallet' though, but they can use the wallet to buy things in 7-11 and shops that accept them

Quick money transfers can be done through Thai Post.

If one of the persons involved has a bank account:

In case it's the receiver: It's possible to deposit money at any of the bank's branches, or in 7/11 (in 7/11 of course not for all banks, but at least the big commercial banks are possible)

In case it's the sender: In most banking apps there is a "cardless withdrawel" option, you define how much money you want to withdraw and the app will generate a code for this. You can just send this code to your friend, and he will be able to withdraw the money at one of the ATMs of your bank.

I knew that Thai banking services are quite sophisticated in many respects but learnt something new from your post. I looked at the Krungsri Bank app just now and there it was, the icon "Krungsri cardless".

Why wouldn't you be able take cash out of the wallet? You can transfer to a bank account and withdraw from there.

If they have a mobile phone, they could use Prompt Pay... it's immediate transfer without a fee between bank accounts in Thailand

This requires both parties to have a bank account, if this would be the case here OP would probably not ask about transferring money in 7/11. A regular bank transfer would also be possible in this case.

OK... well if OP has verified documents at Western Union, he could use WU app on the phone, linked to credit card, to transfer as well. Then it can be collected at any Central, Robinson, most bank branches and some more, that display Western Union logo, by just showing an ID. website or app are easy to use and register to but they want to get documents verified in person.
