At least after a period the car will move but where I am the shops block the pavement 24 hours a day forcing everyone to walk on the road

It's not only senators, it's anyone with wealth or power.

As much as I believe he has certainly outstayed his welcome (only used as a figure of speech in this case), would an alternative be any better?

Possibly a governmental perk and given to him for his position to drive around.

But more likely to have a driver if it's a gov't owned car and having a driver brings more status.
