I know that 90 day reporting in person can be done 15 days prior or 7 days after the due date to be considered on time.

 

If my due date is November 17, do I have until November 24?

However, the Thai government has made November 19 and November 20 this year Holidays because of the impact of Covid-19.

Does that mean I have until November 26 to do my 90 day reporting in person?

No. If the last day for doing something is a holiday, you have until the next business day to comply.  anything beyond that and you are late.

The 7 days include your report in the way immigration normally counts them. You have until the 23rd to do it.

Holidays are included in the 7 days.

Why make it difficult. Does your imm office allow online 90 day reports?

In the case of special holidays which had not been proclaimed when I did my last 90 day report, I would not want to assume that I will be granted extra days at the end because of them.

Lack of Time Management?

Please get all the facts which you don't have.

I want to do my 90 day reporting at the same time that I can do a new retirement extension ( can do 30 days before expiration date.)

That is utilizing Time Management.

My 90 reporting period (7 days after) can overlap with my 30 days before application for a new extension.

How long must one wait before getting the “approved” stamp on the 90 day report? I did mine online 3 days ago but it is still pending. The 3 previous times, I got my report approved after a few hours. Any thoughts on this?

It has mostly been very quick for me (Jomtien), within one or two days. But I have waited longer, once it took all week, as if Friday was the day for that job. Another time it didn't get done by due date, so went there myself.
