If you are currently staying in Thailand on an extended VisaExempt or TouristVisa, you can apply at ANY IO for a further extension and thus 'shop around' for an IO willing to accept your application.

You would however in most cases, need to check in the night before at a Hotel/guesthouse in the province of the IO where you are applying.  The Hotel/guesthouse is required by law to file within 24 hours of your arrival a TM-30 of you - a foreigner - staying there.  Just ask the Hotel/guesthouse for a print-out of that TM-30 notification, and take that with you when visiting the IO.  It is also recommended to take a business-card of the Hotel/guesthouse with contact details with you, so that in case of TM-30 notification hick-up in the IT-system, IO can contact them.

Once you have the permission to stay stamp in your passport, you are then once again free to stay anywhere you like in Thailand.

Note: You cannot play this 30/60-day extension game continually.  You would sooner rather than later have to apply for the 90-day Non Imm O Visa at an IO in the province where you intend to stay long-term.

Thank you very much for this very informative reply. for my understanding, this 60 days extension is another form of visa amnesty, but unfortunitely Chiang mai IO does't honor it. Chiangmai case is the only place floated online with no to extension.
