You're talking of a country that generally follows rules.

Only last night I went to the shop next door to us, to be given an EMS package addressed to us. As we weren't at home, the shop-owner signed for it. Helpful yes, but against the rules to deliver it to another address.

But you can control who it is delivered to and make them sign a receipt 

That will stop no one really they just have to go too a mum and pop shop and buy what they want.They increase they range of products and sell to anyone as we know with baht in they pocket.

One can always order on the Telephone and delivered to the person who ordered it to see if he is of age to buy it.. Simple said Simone

Then why not allow a photo of the buyers ID (showing proof of age) be uploaded online and then the goods delivered to/received by that person? There are many solutions to this but they’ve not been adopted, so the small retailers will not survive, thus eliminating the competition for the big boys.

Of course you can. You upload a photo of the buyers ID and the goods are only delivered to that person.
