when i was applying for my tourist visa in penang i saw a few agent, they were holding 4-5 PP with different color, all i see was the agent pay the money the immigration took the PP, and they left, the immigration didn't even ask anything about those PP. i gues they got connection :o

There is no Thai immigration in Penang. There is a Royal Thai Consulate. They issue visas. Ticket agencies act as agents. They prepare the paperwork for a small charge and submit the applications/passports and pick them up later for return to travelers. Done all over the world.

Now if you see a taxi driver with a handful of passport traveling between countries and getting them stamped that is another ball game and not legal.
