No condo can fine anybody in a property, only public authorities as cops can fine people. This is ridiculous, how any private entity could enforce the fine ?

Also, if it is not clearly written in the condo rules that you cannot feed animals outdoor, it means that you can.

They will have to vote to change the rules. Do not listen to people here who know nothing and seems happy with this.

I also feed stray animals and nobody will ever stop me until I die.

I disagree.

Our condo is collecting files for people not wearing masks in common areas of the condo, with quite a lot already collected and donated to Thai Red Cross. There are also fines for smoking in common areas, throwing garbage out the windows, etc. So private entity can enforce the fines. They can also disconnect your power and water, charge you interest on late payments, etc. They can call the cops to take you away if you disturb others and they report you. When living in a condo, what you could be at most is a co-owner. Just like the rest of people. And in democracy, majority sets the rules. Those who want to live by their own rules don't really belong into a community project. They are much better off in their own place, away from other people.

Now with that out of the way - while many (most) condos do not allow keeping animals inside the building, or feeding them inside the condo area (within the fenced area), they have no jurisdiction to what happens outside that area. So feeding animals outside the gate they can do nothing about. Many people feed strays on the streets. I did for many years. Many security guards do, they even collectively adopt animals and put collars on them. You can see them walking to convenience store and buying sausages to feed to "their" street dog, for example. But, had they brought that dog to the lobby and started feeding it there, that would be a whole different story. And this is what the OP seems to be doing.

Yep... You’ve definitely got some mental issues. Forget about the cats, get yourself to a specialist, there is medication you can take which could help.

You’re getting extremely angry about feeding a cat.....  you have some issues.     For the record its perfectly reasonable for the people working on the Juristic committee to advise you

you are dreaming your life or people who pay fines are just stupid.

no way that a condo forces anyone to pay a fine.

this is all what they can do and only if you didn't pay what you have to pay.

They cannot do anything else.

and in a village they cannot even cut water or charge for anything.

Do you want to legally represent those in our condo that were forced to pay fines?

Or maybe them suing you for defamation?

I always feel a bit sorry for the crazy cat ladies that feed the cats near our MRT stop. They look so lonely stalking the feral, indifferent cats to feed them. Sometimes it's real cat food. They've actually bought cat food for the little, dirty beasts.

Since it's outside the condo they can't do nothing. Also the manager alone can not make a decision by himself.

Tell him they eat rats, mouse and other vermin around the condo premises, maybe he change his mind.

I had the same issue at my old apartment people claiming cats would scratch their cars.

Those people know nothing about cat anatomy and behavior. Cats don't use their claws while walking....

Be careful that this idiot is not poisoning the cat. Otherwise you could sue him.

Be aware that taking care of cats is not only feeding them.

You should take them to the vet for a regular check and also spay them immediately.

Most Condos, if not all, do not allow pets. Feeding stray animals may be construed as you having them as pets, because feeding them will make them keep coming back for more food. Legally the Manager and you are in a grey zone.

There is nothing the manager can do to you as a punishment. For example he/she can forbid you from using common property such as the swimming pool or the corridors, parking area, but this is not enforceable, as this would involve physical intervention, which is illegal under civil law. Anyway feeding stray animals is not in practice preventable by the Condo management. A Condo is a community of co-owners who collectively have agreed on a set of rules to follow. When a co-owner buys a unit, he/she agrees to these set of rules. The manager is there as a representative of the collective co-owners, meaning he is there for you too, you pay him to enforce the rules of the condo. Still, complaining about feeding stray cats is a bit over the top in my opinion. There must be more important things for the manager to be concerned about:)

You sound like such a lovely person!

How about you provide us with the necessary details first instead of lashing out because someone didn’t answer yours?

Are the cats on the property owned by people who live there or are they stray cats?

If they’re stray cats then of course they don’t want you to feed them inside and in that case I’d also don’t understand why you just can’t feed them outside! If they’re not strays then I fail to see what the problem is. Obviously if pets are allowed  then it shouldn’t be a problem to feed them inside your condo.

Also, as someone else has already pointed out there are usually bylaws in condo complexes, if they say no pets in the building then it’s no pets in the building and the guy you would just love to get fired probably just does his job! Did that ever occur to you? Probably not because you’re too caught up in the perceived “injustice!”

If I was you I’d find another place to live where you can do all the feeding you want because it obviously doesn’t fly at the place you’re living at right now.

My Mrs calls them roof rabbits and feeds them up for the wok...

Anyway, back to the issue at hand. Are there unowned "Soi dogs" also prevalent on the property? Do people feed them or is that forbidden also?

If you want to feed the soi cats, then adopt them and move them into your condo. Never let them out into the land associated with the condo. Clean the cat litter regularly and give them all the food they want.

Definitely not a native English speaker!

Of course they can, if it’s in the bylaws which you sign when you buy a condo there or rent a place.

They can’t do anything if t’s outside the property perimeter, which clearly is not the case here otherwise they wouldn’t complain.

what are the legal rights to fine people and how to force people to pay a fine ? This is BS for me, there is no way that a private entity can fine anybody for any reason and especially this one.

Suggest you read and familiarise yourself with the Condominium Act, specifically chapter 8 that covers penalties , fines etc, and the the juristic persons legal right to enforce laws and levy fines.

ok, now back to the topic at hand........glad to see the OP came to the land of the free, home of the brave, land where people have rights and animals are protected....

oh wait, you chose exactly the opposite.  that's problem number 1

I think you will find there is a clause which states this act doesn't apply to crazy people.

I'm pretty sure that the Juristic Person of your condo can tell you exactly  what the rules are in the condo and enforce them.  Bear in mind that the JP carries more weight there than you do.

Probably best if the JP goes in mob handed or with a baseball at least.

many condos do not allow pets .People feeding Ferrel cats and soi dogs in the vicinity are misguided. You appear to be  very belligerent person who would make a neighbor from hell .It is obvious from the basic questions you pose that you do not take an interest  in the condo community and do not attend any  meetings .

Give everyone including the staff a break and move out and take the cats with you.
