Probably means impounded, doubt the police have the authority to permanently deprive the owners of their property.

A drop in the ocean. 

The driver who likely posted his 240 driving skills should lose his license for at least 10 years, and have

to sell his car as well.  But this is Thailand, where if he is rich, his family will help him and he will be back on the road

soon. Very Sad Country.

Same here, not quite as close as you but around 2-3am I hear them.

A bit off subject.

A couple of months ago I stopped in at an Amazon to pick up a coffee. I parked next to what looked like an late 60s camaro. The body was strait but the paint was real bad and most the chrome was missing. The Thai owner came out and started the car. To my surprise it had a 3/4 cam. I hadn't hear one of those in over 20 or more years. I don't think anyone that was a teen in the late 50s, early 60s in the US will ever lose their "motor head".
