Why you never want governments running anything.  More red tape, more bureaucratic rules.  The fact that the objective is to get vaccines into the country and distributed takes secondary importance to command and control by the bureaucrats.

Chaiwat Chuenkosum was governor of Loei previously.  Apparently he was well liked.  He came from a poor family and worked his way up.
