Pol Col Thitisan Utthaphol

 

Thailand’s police inspector-general, Pol Gen Visanu Prasartthongosoth, has given his assurance that there will be no special protection of the police officers involved in the alleged torture of a drug suspect in their custody, while the deputy national police chief, Pol Gen Suchart Thiraswasdi, claimed today that police know the whereabouts of former Pol Col Thitisan Utthaphol, the key suspect in the alleged unlawful killing.

 

Some Thai media have reported that Thitisan, also known as Joe Ferrari, has already been apprehended in Myawaddy, Myanmar, but Thai police have not yet confirmed it.

 

Pol Gen Suchart has been assigned by the national police chief to oversee the controversial case, which has caused public outrage over the alleged police brutality seen in the globally disseminated video clip.

Not sure this matters, it is MURDER and punishable with life sentences, at the very least.

DOES that mean torture to extract money is illegal, torture to extract info is lawful?

Nothing will happen to him.

Although he is under arrest, he will sit with his police colleagues and wait until the media attention levels off. Then he is free on bail and then the court dates will be postponed until Thailand succeeds in its first own manned moon landing. He has money and knows how to set the course.

 

There are enough examples, like the killer cop from Pai or Duang Yubamrung. Executes a policeman in a disco and later becomes a shooting instructor in the police force.

They caught him.  He is captured on TV now.  He was caught in Chonburi and now in custody in Bangkok.

Who was Burmese? The victim or the police? These information will help to make decision.

Have they discussed yet ,who is going to get the cars and the mansion .......

It's going to be very difficult to cover this up.....but I am sure they will do

their very best.

There does seem to be a clear implication that torture is fine to extract information (and presumably confessions).  So why not bribes?

 

The Kalasin case was particularly eggregious.  A group of police colonels abducted a young boy, who was accused of stealing a motor bike, and they tortured, castrated and murdered him.  Then they took him out into the woods and hung him to a tree to make it look like suicide. His aunt or grandmother, I can't remember which, campagned fearlessly for justice for him.  The colonels were arrested after years of foot dragging.  Then they were out on bail intimidating witnesses for about 8 years during which time all were reinstated into the police with back pay and promotions and given distinguished service cash bonuses before the case even went to trial. I think the female relative died before the case came up and they were all acquitted for lack of evidence.

Already got a friendly nickname to go buy ( could be Killer Kolonel, Police Bagger, jabaa joe...)

And skipped the finger pointing too, what average joe criminal can't.

Surely not locked with another 30 in a cell either, and won't conveniently choke on mama noodles...

 

Preferential treatment until the negotiations last whom get honorary mentions in the story, and who won't.

These 100 million baht cars weren't bought in 1 day, hardly believable no one noticed, all colleagues being police officers ...

Indeed there will be no special treatment over and above that accorded to a high ranking well connected Policeperson of  wealth derived from legitimate rewards attributed to successful interventions involving the extraordinary and dangerous importation of (aged and often stolen but insurance compensated) "luxury vehicles which same person managed to Legitimate and acquire at least a number of !

The interpretation will likely provide evidence of an accidental over applied tactic to extract and elicit information ( that is less messy in the  back office than water boarding ) to establish where the funds  from a lucrative drug deal are? Primary  leads to that are unfortunately now dead but relative to the scale of the business insignificant.

The significance is the attention to this gross event and the outcome in terms of agitated social expectations at a time when such social objections to a range of issues is becoming vociferous.

Or will it be  just a small turn of the wheel ?

Legalize drugs, and they would never get close to this level of corruption. 

 

The market is telling politicians and a clueless public what they refuse to accept. It's the war that does most of the damage to society, not millions of responsible functional secret recreational users.

The drunk Sergeant who shot a tourist in Chiang Mai, they were virtually forced to investigate him by massive external pressure. Got the usual joke punishment, then he clubbed his wife to death a few years later.

It was in Pai. And his wife was pregnant. Only after the 2nd murder he was removed from the police force. Sad story.

Manslaughter, the extortion and it's rockstar scale is the thing here. I wonder if this would spark a Thai "Spring"? Nah, it's part of the culture, since warlord times, pay it upward, or else!

Joe Ferrari will never share a 20 square meter cell with 30 other murderers in an ordinary prison. For the media he will first spend a few days comfortably in a solitary cell. Family and lawyers will visit him. Colleagues will organize tasty meals. When the media storm has subsided, negotiations about the bail money will be held. Then there will be some published news about the amount of the bail money . Maybe a few millions. And then come the  waiting for the first trial, and that can take a long time. Postponements will follow. And the whole thing is then nicely

- lubricated - decorated for the public. He has money and know the game.

Unbelievable the level of 'reward' he's allegedly been liable to receive as a reward for just doing his job as a 'cop'.  With the levels of poverty in Thailand it's beyond obscene that a public servant should be able to amass that much wealth from seizures, the sums involved make even the 7-8 figure bonuses paid to some CEOs of multi-nationals, bonuses that the media are often up in arms about, seem paltry by comparison.

By the look of the skinny little runt, hes never done an honest days work in his  miserable life.  As for the photo of the "interrogation "    everyones there but the family dog, and  the  culprit  is given a phone  to talk to the media, where he promptly and publicly  starts his defence.   Ive always thought    the brown slime was  useless, but I didnt realise just how ill trained and stupid they are.

This is a delicate line for the powers-that-be to walk.

 

Leave him alive, then he may talk about all those above him with whom he has been sharing his loot.

 

Try get him off free, the commoners will complain.

 

Try to get him to accept a prison term, less than 10 years, and a royal pardon in three.

 

Often, pre-COVID, these types end up passing away unexpectedly from some sort of respiratory ailment.

 

 

His "elephant ticket" as a wise investment, and the folks (other police) who loaned him the money for it were happy with his ability as an "earner".

Those in the video will be dealt with, while all the other corrupt officers nationwide will continue as normal.

This is not an isolated case it's a way of life.

I doubt he will be held in the cells with the 2 drunk kids in Pattaya who resisted arrest somehow.
