How long will the incoming travel quarantine last? Will the sandbox be continued?

Maybe look at how the same period was around the globe in the last months a year ago and the beginning of 2021. There are similarities already in Europe where the fall is upon people and as last year increased infections. Thailand had nearly reopened October - December last year but that changed after New year. Now more people are vaccinated so the coming waves should hit less hard but personally I would go now and be back before New year!

There's barely any country that offers no quarantine for fully vaxed. Israel reintoduced quarantine, the US doesn't allow any non-resident entries from many countries including all of Europe, vaccinated or not. European countries let in some non-residents that are vaccinated, but whether it's quarantine free depends on the country you go to and where you're from. Bad luck if you're in Thailand and want to go to the UK for example. In Asia, good luck entering anywhere, be it with or without quarantine or vaccination.

For no quarantine, try Mexico, Latin and South America. Not all nationalities get in probably but it's warm and pleasant enough to replace SEA for at least a year.
