In the clip he was speaking from behind a mask to which criminals had added their own soundtrack. This is to convince people that their bank accounts have been used for criminal activity. They are threatened that if they don't transfer all their funds to the police for investigation they will find themselves facing jail on money laundering charges. Many believe such ruses coming from criminals purporting to be state employees or bank reps.
