Difficult to answer that one. The situation is 'fluid' (Pun intended.)

The law.

No bars or entertainment venues are open.

Some 200 plus restaurants can legally serve alcohol if they applied for the SHA + or whatever.

No alcohol to be served after 21.00.

The reality. (Last week.)

Many bars/entertainment venues are open and serving alcohol.

Most restaurants that used to serve alcohol still do. SHA + and non SHA +

I have no idea what time they stop serving. I do not stay out late.

I am out tonight - I can give an update tomorrow. (Provided that I am not arrested for illegal drinking!)

Many of the usual places visited by foreigners are still closed, while a few is reopened by calling themselves "restaurant" instead of "bar", including the live music venues mainly frequented bi Thais.

Officially no alcohol is served after 9 pm, but there is no curfew, so you can still stay out late...????

I went to one of my favourite restaurants with friends tonight.

No one stopped us from drinking after 21.00.

The northern beaches seem to be the most lively at the moment (more locals). Bangrak, Fisherman's, Maenam etc. Even Choengmon was a bit lively when I drove through on the way home. Not many bars there though.

End of Thailand Pass and no alcohol after 9pm.....Samui is dead as Dodo in regards to tourism again. Looks like the high season is over.

not exactly dead as a dodo but its not as busy as it was 1 month ago, sure.

You never really know from day to day what the state of play will be. The Thais love ambiguity in the statement of, and especially the enforcement of, regulations. It allows those in power to tighten or loosen according to their whim, and for corruption money to change hands as required. We just have to go with the flow.

I almost wished for a 9 pm alcohol ban on Sunday night.

"Duff duff duff" music until after midnight coming from the Bangrak area.

There are talks to reinstate the test & go system,  hopefully it happens as the Samui Sandbox is going to be another disaster similar to Samui+.  Looks like the alcohol ban after 9pm for clubs is going to stay for the time being, I'm surprised that it is properly enforced,  some of the night clubs and live music venues seem to be well connected.
