YQ and YR are both used for fuel surcharges - or, more accurately, "carrier-imposed surcharges", which can be for fuel or for absolutely nothing other than the airline's bottom line.

You're correct. Australia's Passenger Movement Charge, which is often described as a "tourist tax", is also paid by all air passengers, including Australians.
