OK some people will pay more for a "special" number but why pay more for a standard strip?

And in the even that you win something you pay a percentage to a middleman who will claim it from lottery office. The entire system is set up to allow many people to profit from it.

How about this to cut off the middleman. Give the vendors a mobile terminal with printer that can print tickets with the option of your input for choosing numbers or complete random. This would be similar to lottery machines set up at news agencies or the like elsewhere in the world. This way they can still roam around on their bikes or walk around but instead of carrying the chessboard thingy they’ll have a mobile terminal with them.
