Non O visa ( retired ) in Savannakhet

is it still possible to have a non immigrant O visa ( retired ) in Savannakhet ?

before, there was a link with the required documents, but I don't find it anymore

But the OP is after a non-O for retirement, not marriage as per your linked post! Suspect that what he had in mind was the following link to the Savannakhet Consulate website setting out the relevant requirements:-

It is all there. OJ posted a link to the Royal Thai consulate in Savannakhet in that thread, from where all visa requirements can be found.

Yes, but the link provided by ubonjoe (who is what I assume you mean by OJ) in the other thread was in response to a specific question from @DrJack54 about multi-entry non-O visas for marriage, which has absolutely nothing to do with the criteria for single-entry non-O visas for retirement. OK the OP might have eventually been able to drill down to the page of interest to him with 4 clicks, but I felt it more helpful to provide him with a direct link to the page which actually dealt with his specific enquiry. And I am taking it from his "like" reaction that he was grateful for being spared a possible magical mystery tour of the Savannakhet Consulate website!
