I have heard that there is a 7 day grace period for 90-day address reporting. Is that just customary, subject to the mood of the day, or is it an actual official rule?

Below is from official Immigration Web Site two minutes ago - that said much of the information on the site is out of date so I would not take it as Gospel today, or tomorrow. Best to be on the early side.

Procedure and notification

The foreigner makes the notification in person, or

The foreigner authorises another person to make the notification, or

The foreigner makes the notification by registered mail.

The notification must be made within 7 days before or after the period of 90 days expires.

The first application for extension of stay by the foreigner is equivalent to the notification of staying in the Kingdom over 90 days.

Hmm. Can you translate that?

My last 90-day TM47 was 80 days ago, but I renewed my retirement visa just 45 days ago. Does that matter?

The renewal does NOT repeat NOT count as a 90 day report. Only your first granting of an extension counts as a report.
