The 45-year-old's family, who was contacted by the UK Foreign Office about the reports, told the BBC they had "begged" him not to go abroad. The UK's Foreign Secretary Liz Truss said Russia must bear full responsibility for his death. The UK is seeking urgent clarification from Ukraine and Russia about the reports. Every insulin dependent diabetic knows the rules, he should have had a large stock from his GP before leaving the UK, or made local arrangements. No the BBC article did not say that he was a serial mercenary, it does say he worked for the The Presidium Network for 8 years in Afghanistan. From the BBC article it seems (but not explicitly said) that he was still working for Presidium Network. The Russians have shown time and time again they have no respect for Human life in Ukraine.
