I am still perplexed why he didn't think it appropriate to simply give  the kid a note to give to a parent? 

The kid was used as a billboard. Very humiliating.

Someone has already suggested that possibly this child has a habit of "losing" or "forgetting" notes, but this is still no reason for being treated as he/she was.
