Policies caused the problem not cc. Bigger droughts happened in the past.

Yeah right!

 

That didn't go so well in Europe with refugees from Syria and Libya did it. But you're forgetting internal migration, projections for the USA have some 90 to 150 million people needing to relocate because of sea rise or drought by 2050.
