Thank you all for your help. 
I have a question that I realize is a bit peranoid.
My orignal entry visa from 8 years ago is a Non O-A MULTI-ENTRY. Upon entry at Nong Khai
is it possible they will not let me enter using "visa exempt". 
But use the Non O-A multi-entry visa?

Addressing only the issue of getting a new USA passport, OP will get back his old and new passport along with the standard Immigration letter within three weeks of applying.  Most get it within 2 weeks of applying.  When I got a new US passport this past December, the info went by DHL on a Monday and I had the new and old passports and letters 11 days later.  (i.e., it won't take 45 days to get a new USA passport if applied for here in Thailand).

I mailed my passport to the US embassy in BKK and they got me back a new one in less than 3 weeks. Super fast and easy. Instruction on the embassy website. Can just knock that out if you want.
