Does Laotian immigration near Friendship bridge Nong Khai accept an eVisa on a smartphone?

If not, is it possible to make a print of it nearby?

They will want hard copy of it at Lao immigration at the Vientiane side of the bridge.

Not sure where you could print it out. I think you could find a place to do to close to the bridge in Nong Khai.
