Let's say 2.1 Million passengers divided by the 7 days = 300,000 pax per day 29Dec-4 Jan, divided by 6 airports = 50,000 passengers per day, with say 250 pax on each flight = 200 planes per day at each of the airports. Hmmmmmmmmmmmmmmmmm

It says 2.1 million passengers using the airport, it doesn't say 2.1 millions passengers arriving. Since each arriving passenger has to depart also, you can halve your number of planes, that makes the number easily achievable.

These reports always use the words, "likely to see", "number of tourists could see a rise of nearly 170%", "expects to see".

They obviously aren't sure and are being optimistic? Why don't they leave it until after New Year and then tell us what happened instead of what might happen?

It's part of the marketing campaign that is part of their job. It's also a useful way to alert others, businesses and the rest of the population as to what is being expected so they can respond accordingly, raise prices, take on staff, travel/don't travel etc etc. Of course they don't know precisely but it's a measure of their performance and effectiveness if the actual visitor numbers come close to the ones that are forecast.

Note the word  " using "

This could mean Arrivals, Departures, and a whole load of Stop Over and Domestic flights.

The 2 M quoted does not mean anything unless broken down into the above categories.

AOT said during this New Year break it expects to see as many as 2 million passengers using its services at its 6 airports, which would be a 170% rise year-on-year as Thailand only started to open its borders to foreign tourists on July 1, 2022.

So not as surprising as it seems then, as the percentage rise is based on a time when airports were still largely closed.
