what's with the Thai visa Asean now annoying 'pop ups'

Recently although i am signed in and browsing forums i am repeatedly invited to join Asean Now with an annoying full page pop up with a tiny cross to delete in the right hand corner.Even my 'pop up' blocker does not stop this annoyance  happening several times. What's  going on ?

You have restricted your cookie settings, normally it should be only one pop up, not several in a row.
