Dunno, last I heard it was 150, but they are always fluffing with stuff.

Age doesn't matter.

The bike was unlicensed so the law doesn't apply.

Many U-turns in Thailand are accidents waiting to happen. In Khon Kaen,  Mittrapap rd cars travel at highway speeds and many places the only way to get to the other side is by making a U-turn, sometimes there are dozens of cars waiting, and after a while they get tired and go for it. Many times I see trucks go on the outside of the waiting line, and slowly inch across the street until they block the opposing traffic and force them to stop, and then the truck also stops allowing the waiting cars to turn. Its crazy. 

RIP the young boy. Will be devastating to his family and friends. U-turn areas in Thailand are so dangerous. I ride a bike and I fear them. My guess is that the car driver didn't really notice, or care about the motorbike, and the bike driver wasn't paying enough attention.
